Born in Riga, Latvia in 1920. In 1934 immigrated to Eretz Israel and graduated from the Herzliyah high school in Tel Aviv.

Joined the Irgun a year later and in 1938 was arrested while taking part in a commander's course at Mishmar Hayarden and sentenced to seven years imprisonment. Released in 1942 and returned to Irgun activity.

In 1945 was appointed deputy commander of Tel Aviv District. Took part in the sabotaging of the southern railway lines (April 1946), and in 1947 was appointed Commander of Haifa and the North district.

In 1967 graduated as a lawyer.
